Office Order No. 65 of 2020: Cadre Controlling Authorities of Railway Services
Subsequent to reorganization of Railway Board on functional lines and distribution of work amongst the Board Members, following would be the Cadre Controlling Authorities (CCA) for the existing Railway Services before IRMS Cadre becomes functional:-
- Railway Board Office Order No. 65 of 2020– Cadre Controlling Authorities (CCA).

- Members/DGs would be assisted by the Additional Member of the respective Cadre.
Now, Member/Infra, will head Engineering and S&T departments just like Member Engineering in old days. Member (Operations & Business Development) will be incharge of Traffic department just like Member Traffic. So, these orders are more or less in tune with present structure of top management of Railway board.

Reorg in Board will fetch results. The IRMS and merging of Office cadre also can follow, The trade union orgs also require reorg. For output all should be made accountable. Separate exam shall be conducted by UPSC for IRMS as is being done for Forest service

THE GOI/UOI – WITH A SPECIAL PURPOSE MADE THE RPF- RAILWAY PROTECTION FORCE AS ARMED FORCE OF THE UNION, DULY AMENDING THE RPF ACT,1957 VIDE ACT 52 OF 2003, DATE:23-12-2003 and provided for the constitution and regulation of AN ARMED FORCE OF THE UNION for the better protection and security of railway property, passenger area and passengers and for matters connected therewith; as per the provisions of the RPF Act vide Section-8, the superintendence of the RPF shall vest with the Director General, RPF for its administration, command, supervision, THE RAILWAY BOARD.
Thus and thereby, the UOI had exclusively and spiritedly regularised the RPF-Armed Force of UNION duly segregating from other Central Police Forces and by keeping away from the control and command of the POLICE and MINISTRY OF HOME AFFAIRS, brought under the Command and Control of the Ministry of Railways.
Further, as per the Government of India (Business) Rules,1961 , the Ministry of Railways , for all purposes, was again, like that of Ministry of Defence, separated from all other Ministry/departments of UOI, given independent of exclusive powers and authority on administration, management and kept its purview away from the DoP&T/DoPPW.
The Railway Board is thus having its own entity and powers and authority to deal on all matters of its personnel, like, budget and Finance, recruitment, training, promotions, and pensions. This includes the RPF, Armed Force of the Union.
Thus, the Ministry of Railways, the Railway Board being independent of it can take its own decision and issue Notifications for implementations by its subordinate departments and the RPF.
Hence the decisions, Judicial Pronouncements, Judicial precedents, Judgement Orders of the Honourable Supreme Courts, etc., shall have a bearing on the working of the Railways System.
Except the Army, Navy, and the Air Force of the Ministry of Defence and the RPF-Railway Protection Force of the Ministry of Railways, no other Central Police Force, under the Ministry of Home Affairs , were declared as ARMED FORCE OF UNION.
In the matter of MACP SCHEME retrospective implementation to the ARMED FORCES PERSONNEL, made effective from 01-01-2006, instead of 01-09-2008, EXCEPT THE DEFENCE MINISTRY which HAD HONOURED AND IMPLEMENTED THE JUDGEMENT ORDER OF THE HONOURABLE SUPREME COURT OF INDIA to its Armed Forces Personnel, WHILE THE MINISTRY OF RAILWAYS is still waiting orders without taking any action to implement in true spirit and order for RPF, in INDIAN Govt., except Army, Navy, Air Force and the RPF no other Uniformed Central Police Forces were declared as ARMED FORCE, Non-implementation of such orders by the Railway Board for RPF leads and thereby making the RPF personnel degraded and focusing disrespect to the Authoritative and compulsive act of the Honourable Apex Court and that of Honourable Parliament of India.
LET THE CEO&CHAIRMAN OF THE RAILWAY BOARD ALONGWITH THE DIRECTOR GENERAL, RPF SHOW THEIR spirit real action in implementation of orders in RPF being the only ARMED FORCE OF UNION WORKING UNDER THE CONTROL AND COMMAND OF MINISTRY OF RAILWAYS DULY UTILISING THE POWERS AND AUTHORITY CONFERRED ON THEM THROUGH GOI ( BUSINESS) RULES,1961
