Check List for Signalling Plan approval

For execution of S&T projects in Indian Railways, Signal Interlocking Plan (SIP) is most important document. SIP’s are prepared based on the Engineering Scale Plan (ESP). There are some important points to be kept in mind while approving or preparing the SIP. So, Here is the summarised check list for Signalling plan approval.

  • Title Block

  1. Format, font and information in Title Block is as per standard.
  2. Name of station: Shown Correctly in English & Hindi.
  3. Name of work with brief description is mentioned.
  4. Plan No. is correct as per register maintained by Open Line.
  5. Supersedes Signalling Plan, ESP Plan numbers are correct. 
  6. Other information in title block columns is correct as per Working Time Table (WTT).
  • General Layout

  1. Station Building symbol (PI/RRI/EI) is shown with center line & KM.
  2. Yard layout is correct, number of lines, points, sidings, traps etc.. as per ESP
  3. Work to be dismantled is shown dotted as per ESP & referred SIP.
  4. Description of UP, DN, main, loop lines/sidings is correct and shown wherever needed.
  5. Name of adjacent junction, block and ‘D’ class stations with distance line is given distance between lines.
  6. Signals are placed wherever required as per yard layout and symbol aspect is correct.
  7. Gradient of station yard is more than 1:400
  8. All chainages are matching for Paints, Dead Ends, LC gate, FM, P/Fend, sidings, traps, bridges etc with that of ESP.
  • GRADIENT POSTS

  1. Chainages and grades of all Gradient Posts are correct, no Gradient Posts is missing.
  2. Consecutive gradients are matching.
  • SIGNALS

  1. Aspect, Chainages, numbering is correct.
  2. Signalled movements / routes are shown on lines.
  3. Aspect control chart is correct & matching with that of signal aspect.
  4. If gradient is less than 1:300 in approach of Home signal, GWB at 600m from Distant.
  5. If gradient is less than 1:260 in approach of Home, then Home signal to be provided at 300m from FP/BSLB if cris-cross movement is to be done.
  6. BSLB is placed for trailing point/ station with no loop (DL station).
  7. Starters placing Glued joint 3m beyond FM, starter 0-3m from glued joint.
  8. SH7/SH44: 13m from SRJ of point
  9. Advance Starter: 120m from SH7/SH44.
  10. Signal line: Home at 300m from Adv. Starter.
  11. Double Line: Home at 180m from FP/BSLB.
  12. In case of LC (OSL) gate in vicinity, follow CSTE DRG No.6197.
  13. Distant Signal at 1000m beyond Home Signal.
  14. Goods Warning Board at 400m/600m beyond distant signal as the case may be.
  15. SH7/SH44 are to be provided, other shunts as per requirement e.g. for a siding shunt for going in & going out is needed.
  16. Stop Boards where signals are not given.
  •  POINTS

  1. Numbering is correct
  2. Chainages & description (1:12 or 1:8.5) is shown correctly.
  3. Crack handle groups are grouped & numbered properly.
  •  TRACKS

  1. Numbering is correct
  2. Maximum length DC track circuit 350 m for practical purposes.
  3. One Point, One track circuit
  4. Calling ON track – 5RL, Adv. Starter track -3RL
  5. When another Point originates from a line before FM if previous point is placed, track may be fouling – marked as (F)
  6. Berthing generally has odd no. of track circuits.
  7. Point and LC gate tracks should be as small as possible.
  8. Minimum track circuit length is 26m.
  •  LC Gates

  1. Name, Class, Manned/Unmanned, InterLocked/Non-InterLocked ATVU, Chainage, Centre Line to be shown with gate.
  2. If Manned – gate lodge is shown & gate equipments are shown near it.
  3. Sliding boom : at WSL LC gate- Sliding boom to be provided. At OSL LC Gates- Sliding Boom to be provided if interlocked.
  4. Interlocking of LC Gates required for all WSL LC Gates, and  OSL LC gates should only be interlocked if is in vicinity of station & ATVU>20000
  5. Lifting barriers – Mechanical or Electrical?
  6. Direction of barrier locking is right as per traffic direction.
  7. If road width is >8m, two lifting barriers are provided.
  8. If new barrier is provided, earlier is cut, and new one is made in red.
  9. WSL: gate control slot, gate console, emergency triple lock is shown. Corresponding control at station provision to throw to danger in case of emergency for all signals directing towards LC gate.
  10. OSL: gate console & gate panel both.
  11. Gate telephones- Individual for each LC, corresponding telephone at station.
  12. For OSL gates in vicinity, distance from first point is given, accordingly signals as per CSTE DRG No.6199
  13. Road signals & description shown. Normal aspect should be checked as per WTT.
  •  Block Instruments

  1. Which type of block instrument – symbol & discription. Axle Counter resetting & co-operation arrangement.
  2. HADAC symbol for block sections
  3. For MSDAC DPs in the yard should be shown.
  4. Track naming – AXT.

Other Items to be checked-

  1. Control Panel – Spare for Signal, CH, point, slot are shown.
  2. Bridges- Name& description is correct.
  3. Crank Handle box is shown.
  4. Previous Plan History
  5. Note for containing of signals, SLB, starter within 3m of GJ, dispensation.

Once this SIP Check List is followed thoroughly during approval of SIP, chances of mistakes in SIP would be very less. So, this check list for approval of Signalling Plan must be followed thoroughly.

Check list for approval of ESP (Engineering Scale Plans) issued by Engineering department…

Engineering Scale Plan is the basis for yard layout of a station and Signalling plan. Utmost care has to taken by the divisions while preparing and scrutinizing the ESP’s.

It has been observed that the Engineering Scale Plans are not being checked thoroughly by the divisions comparing with the last approved ESP, SlP and with site conditions in case of discrepancy between approved ESP and SIP before forwarding the plans for the approval of Headquarters. This is leading to consumption of lot of time at Headquarters tor getting attended the observations noted during the scrutinization of ESP. lf the religious scrutiny is done at divisional level lot of time can be saved both at divisional and headquarters level.

For the guidance and follow up, the list of items to be checked during the approval of ESP are described below…

5 Track centre between the lines and siding for running line should not be less than 6.3 mtr. IRWM Para 906(a) (xiv) & ACS 13 to IRSOD 2004
6 Requirement of Dead ends / over run for isolation and simultaneous reception. All standard dead ends should carry the wording “Not fit for stabling” and length should not be less than 120 mtrs for MACLS. SEM-I Para 8.6.2. (iv)
7 Infringements of standard dimensions, if any, should be shown in tabular form. IRWM Para 906(a) (xvi)
8 CSR from FM to FM of all lines and sidings with chainages should be shown. IRWM Para 906(a) (xiv)
9 Fouling mark should be placed at the first glued joint towards berthing portion of the line from SRJ of the concerned point as shown below. GR 4.56, SEM-I Para 7.85.2(b) & SEM-II 17.11
10 Type of Platform (i.e. Passenger or goods) with length and width and their heights above rail level should be shown. IRWM Para 906(a) (xiv)
11 Gradient posts with chainages up to 2.5 kms in rear of outer most points on either side. SEM-I Para 8.6.2. (iv)
12 There must be no change of grades within 30 meters of any points or crossings. SOD 2004, Chapter II Para-2 d
13 Railway land boundary with the distance from main line should be shown. IRWM Para 906(a) (v)
14 Complete description of bridges with chainages should be shown. IRWM Para 906(C)
15 LC Gate No. and class and its kilometreage/chainages, latest ATVU whether manned or unmanned up to 2.5 Kms in rear of outer most points on either side should be shown. Road width of LC Gate should also be maintained if gate is interlocked. If Road width is more than 08 mtrs, then road divider and double barrier should be shown IRWM Para 906(a) XV, SEM-I Para 8.6.2.(vi)
16 LC Gate to be clear of all running lines, Loop lines, dead ends and sidings. Gate lodge should be shown. CRS letter MB/195 dt 29.06.04
17 Description of work ( to assess scope of S&T work ,Signalling requirement changes in standard of interlocking, PI or MACLS etc.) and scale of plan in meters should be mentioned. SEM-I Para 8.6.2. (i)
18 North directions should be shown. SEM-I Para 8.1.5, IRWM Para 906(a) (i)
19 Chainages of points, traps, fouling mark (FM), gradient posts should be mentioned. In case of alteration in the yard chainages of old points, FM, LC Gate to be checked with respect to either previous Engg. Plan or Sig. Plan in force IRWM Para 906(a) (xiv)
20 Means of Isolation (Snag dead end / trap point etc.) should be provided to achieve the mandatory isolation. SEM-I Para 7.72.1
21 Trap points with isolation as required , opening away from the important running lines. Rly opening for publlic carriage passenger rule 2005 Para-36, 8(c)(ii)
22 Length of overlaps / dead end to be of 120 mtrs for MACLS and 180mtrs for LQ for signal overlap. GR 3.40(3)
23 Type of turnout i.e. whether 1 in 8/2, 1 in 12 or 1 in 16 crossover for passenger lines, goods lines, siding etc. should be mentioned. 1 in 8.5 with curved switches only permitted. SEM-I Para 8.6.2. (xiii), GR 4.11
24 Preferably the gradient should not be continuously steeper than 1 in 260 between distant & home in single distant territory & between inner distant & home signal in double distant territory; otherwise Block overlap would be increased from 180.00 mtr to 300.00 mtr. Rly Board Letter 2010/Safety ( A&R)/19/23 dated 02.11.12
