Air Travel Entitlements of Railway officers on Tour and Duty

Railway Board has issued latest Instructions regarding Air Travel Entitlements of Railway officers on Tour/Duty and Delegation of Powers w.r.t. Sanctioning of Air Travel vide Letter No. F(E)I/2025/AL-28/4, Dated 29.04.2025.

Earlier References in this regard: Railway Board’s letters No. F(E)I/2017/AL-28/41, dated 24.04.2018, 08.05.2018 & 10.05.2018 and Board’s letter No. F(E)I/2021/AL-28/47, dated 13.08.2021.

Instructions regarding air travel entitlements of Railway officers on tour/duty and delegation of powers w.r.t. sanctioning of air travel have been issued from time to time. It has now been decided in modification to all the earlier instructions on the subject that the revised instructions regarding air travel on tour/duty will be as following:

I. PHOD/CHOD in Zonal Railways/PUS, CAO/C in Construction Organizations, DGs in CTIs and DRM in Divisional offices may, for officers under their control, sanction travel by air on duty:

(i) Without Finance concurrence for officers in Pay Matrix Level-14 & above.

(ii) With Finance concurrence for officers in Pay Matrix Level-13 & below.

II. In Railway Board, power to sanction air travel on duty by officers shall remain with AMs/PEDs. However, prior Finance concurrence shall be mandatory for air travel on duty by officers below the Director level.

III. Air travel entitlement for officers of Level-13 and below would be in Economy Class and for officers in Level-14 and above would be as per MoF/DoE’s instructions issued vide O.M. No. 19030/1/2017/-E.IV, dated 13.07.2017, i.e., in Business / Club Class.

IV. The officer will have to submit a self-certification in his/her Tour Programme and also with TA/DA claim that no Group C staff is being booked/has travelled on duty with the officer.

V. If the reimbursement is being claimed, the same would be limited to actual air fare or three times of train fare of entitled class, whichever is lower.

VI. No extra Budgetary allotment would be provided.

This issues with the approval of Board (MF and CRB).


What is new in these instructions on Air Travel Entitlements of Railway officers
  • Level-14 officers (SAG) and above can travel in Business / Club classes.
  • There will not be any requirement of sanction from General Managers (GM) for Air travel.
  • Reimbursement is limited to actual air fare or three times of train fare of entitled class, whichever is lower. This condition of maximum reimbursement can be discussed considering the fare of flights for business class.

The Pramod Kumar, is an officer of the IRSEE-1984 batch of Indian Engineering Services.

He started his career as AEE/TD at Agra. After which he worked in Junior & Senior scale at Chittaranjan Locomotive Works. He has also worked in Jhansi and Jabalpur divisions.

He pioneered the setting up of Electric Locoshed at New Katni Junction. He also commissioned first high rise OHE of Indian railway, when he was posted in Railway Electrification, Jaipur.

Ms. Archana Joshi, a 1985 batch Indian Railway Traffic Service (IRTS) officer, has taken over as the General Manager, South Eastern Railway on July 30, 2021. She is the first woman officer to become the General Manager of South Eastern Railway. She is also the first woman IRTS officer to become the General Manager.

She is an alumnus of Panjab University, Chandigarh, did her Masters in Sociology and is a gold medalist in her subject. She has worked in various positions in Northern Railway, North Western Railway, West Central Railway and North Eastern Railway as Additional General Manager, Chief Commercial Manager, Chief Operations Manager, Senior Deputy General Manager etc. He has also worked as Divisional Railway Manager, Kota, West Central Railway.

Suneet Sharma appointed as new CRB & CEO of Railway Board 01.01.21

Shri Suneet Sharma takes over the charge of new Chairman & CEO of Railway Board

Shri Suneet Sharma, has taken over the charge of new Chairman (CRB) & Chief Executive Officer (CEO), Railway Board (Ministry of Railways) and ex-officio Principal Secretary to Government of India.

The appointments committee of the Cabinet has approved the appointment of Shri Suneet Sharma as Chairman (CRB) & CEO of Railway Board.

Prior to this, Shri Suneet Sharma worked as General Manager, Eastern Railway, GM MCF Raebareli, CME DLW Varanasi, DRM Pune, ADRM CST Mumbai, CWM Parel Workshop Mumbai.

Shri Suneet Sharma joined the Indian Railways in 1979 as a Special Class Apprentice while he was studying engineering at IIT Kanpur. A graduate in Mechanical and Electrical Engineering he has more than 40 years of experience serving in the Indian Railways in various capacities. He has done stints in Operational working, maintenance in Sheds, Depots and Workshops.

He was Chief Workshop Manager, Parel workshop in Mumbai where he was instrumental in manufacturing narrow gauge locomotives for hill railways. He also restored old steam narrow gauge locomotive for the heritage Matheran line near Mumbai. During the 2006 Mumbai suburban train blasts, he was part of the team which put the suburban network on track within a few hours after the terror attack.

As ADRM, Mumbai CST, he is credited with increasing the services of the suburban network, which is considered the life-line of Mumbai. During the 2008 Mumbai terror attacks, he was part of the team that managed the aftermath of the attacks at Mumbai CST, Central Railway.

As DRM, Pune he was instrumental in adding infrastructure which brought about operational efficiency.

As Chief Mechanical Engineer diesel locomotive works Varanasi he was team leader for starting electric locomotive production. Conversion of diesel to electric locomotives took place under his leadership in record time and for the first time anywhere in the world.

As General Manager Modern Coach Factory, Raebareli he set a record by doubling the out turn of the much required modern passenger coaches in one year.

As General Manager Eastern Railway, he took initiative in increasing the speed of goods trains to a record level and for completing a number of infrastructure projects of new lines and electrification which not only resulted in operational efficiency but developed the local areas.

He is known for bringing about systemic changes for ease of working and administrative reforms.

During the course of his career, he has won many professional awards. As General Manager (Modern Coach Factory Raebareli) and Chief Mechanical Engineer (Banaras Locomotive Works)) the factories won the award for best production units.

Suneet Sharma has attended professional training in Germany and France and he has done an advanced leadership and management course at Carnegie Mellon University in USA. He has visited Iran as a consultant for manufacture of locomotives.

He is an avid sportsman and has played Billiards and Snooker at competitive level. He is also a keen golfer and a badminton and squash player.

No Sir,

It is estimated that Indian Railways would need Capital investment of around ₹ 50 lakh crore upto 2030 for network expansion and capacity augmentation, rolling stock induction and other modernization works to enable better delivery of passenger and freight services and to improve its modal share in transport. To bridge the gap in capital funding and to induct modern technologies and improve efficiencies, it is being planned to use Public

Private Partnership (PPP) model for few initiatives. One of the PPP initiatives is to invite applications to invest and induct modern rakes over selected routes to provide world class services to the passengers.

As part of this initiative, Ministry of Railways have issued 12 Requests for Qualification (RFQs) on 1st July, 2020 for operation of passenger trains over approximately 109 origin destination pairs (divided into 12 clusters) through PPP on Design, Build, Finance and Operate (“DBFO”) basis.  The routes are spread across the entire Indian Railway network and the list is available in the public domain.

The details of the participants will be known after the application due date, i.e. 07.10.2020. The selection of the operators will be done through a transparent bidding process and so far, no passenger train service has been allocated to any private company. The revenue which shall be generated under this initiative can be estimated upon the completion of the bidding process.

151 Private Trains to be run from 12 Clusters

Ministry of Railways has recently invited Request for Qualifications (RFQ) for private participation for operation of passenger train services over 109 Origin Destination(OD) pairs of routes through introduction of 151 modern Trains (Rakes).

As part of the Biding Process, Ministry of Railways has conducted first pre-Application Conference on July 21, 2020 which has received an over-whelming response with participation of around 16 prospective Applicants. The issues and concerns raised by the prospective Applicants were discussed and clarifications were provided by the officials of Ministry of Railways and NITI Aayog for improved clarity on the provisions of RFQ and bidding framework. The queries were mainly related eligibility criteria, bid process, procurement of rakes, operations of trains and composition of clusters. 

  • 151 Private Trains to be run by Private operators once the selection  process is over, would be over and above the already existing trains .
  • 2 Stage Selection Process: The private entities for undertaking the projected will be selected through a two-stage competitive bidding process comprising of Request for Qualification (RFQ) and Request for Proposal (RFP). 
  • Fixed Haulage charges: There were queries on haulage charges for which Ministry of Railways has replied that haulage charges will be specified upfront and will be suitably indexed for the entire concession period thereby bringing certainty in the haulage charges. The Private Train Operators shall pay to Indian Railways fixed haulage charges, energy charges as per actual consumption and a share in Gross Revenue determined through a transparent bidding process.
  • Lease or Purchase of Trains: Ministry of Railways has clarified that trains to operated under the project can be either purchased or taken on lease by the private entities.
  • Equitable Risk: Ministry of Railways has also clarified that risks with regard to operation of trains shall be allocated to the parties in an equitable manner. 
  • Loco Pilots / Guard: The driver and guard of the trains will be Railway officials.
  • Safety: The safety clearance of trains will be done by Railways only.
  • Make in India: Majority of Trains to be manufactured in India (Make in India). The private entity shall be responsible for financing, procuring, operation and maintenance of the trains.
  • Speed 160 KMPH: Private Trains shall be designed for a maximum speed of 160 kmph. The running time taken by a train shall be comparable to or faster than the fastest train of Indian Railways operating in the respective route.
  • 16 Coaches trains: Each Train shall have a minimum of 16 coaches
  • 35 Years: The Concession Period for the project shall be 35 years.

Why the Private Train Services?:

Indian Railways network is about 68,000 route kilometers. In the year 2018-19, the reserved passenger volume was 16% (0.59 billion) of the total originating non- suburban passengers (3.65 billion).  Almost 8.85 crore of waitlisted passengers could not be accommodated.

Ministry of Railways felt the requirement to introduce private participation in passenger train operation which will allow introduction of next generation technology and provision of higher service quality, ensuring use of improved coach technology and reduced journey time.

These train services would be operated on the Indian Railway Network where at present both passenger and freight trains are  being operated on the common track. The major trunk routes are saturated and operate at near full capacity.

However, with planned commissioning of Dedicated Freight Corridors in 2021 and other infrastructural works, there would be availability of additional paths for operation of additional passenger services and it would therefore be possible to run additional services utilizing modern trains proposed in  the current initiative.

The Objective of running Private Trains:

The objective of this initiative is to introduce modern technology rolling stock with reduced maintenance, reduced transit time, boost job creation, provide enhanced safety, provide world class travel experience to passengers

This is Phase-I process of running of 151 Private Train Services. These 151 private trains will be run in addition to already running private trains like Tejas.

Final seniority list of railway officers Group ‘B’ issued in 2020

Group ‘B’ Final seniority list as on 01.04.2018 & 01.01.2019

Railway Board, vide letter No. E(GP)2013/1/31 dated 23.12.2019, asked Zonal Railways/PUs’ for seniority lists of Group ‘B’ officers of organised services as on 01.04.2018 & 01.01.2019 for promotion to Group ‘A’. But, required seniority list of railway officers have not yet been furnished from most of the Railways so far.

As on date, Final seniority list of railway officers has been issued only for Traffic, Accounts, Personnel and S&T departments.

Provisional integrated seniority lists has been circulated for Electrical, and Stores departments.

Eligibility condition for promotion from Group ‘C’ to Group ‘B’ posts in Indian Railways

Based on these seniority lists Group ‘B’ officers are promoted to Group ‘A’ services. Group ‘A’ officers are directly recruited by the Union Public Service Commission (UPSC), and Group ‘B’ officer are promotee officers from Group ‘C’ staff.

S&T Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Signal & Telecom department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 11.08.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

The final seniority list as on 01.04.2018 (Annexure-I) and 01.01 2019 (Annexure-II) are enclosed for immediate circulation.

Traffic Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Traffic Department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 23.07.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Electrical Department: Provisional seniority list of Group ‘B’ officers of Indian Railway

On the basis of Group ‘B’ seniority lists of Electrical Engineering Department as on 1.4.2018 and 1.1.2019 furnished by different Railways /PUs, provisional integrated Group ‘B’ seniority Lists of Electrical Engineering Department of Indian Railways on All India basis as on 1.4.2018 and 1.1.2019 have been prepared and are enclosed at Annexure-l and Annexure-II.

Stores Department: Provisional seniority list of Group ‘B’ officers of Indian Railway

On the basis of Group ‘B’ seniority lists of Stores Department as on 1.4.2018 and 1.1.2019 furnished by different Railways /PUs, provisional integrated Group ‘B’ seniority Lists of Electrical Engineering Department of Indian Railways on All India basis as on 1.4.2018 and 1.1.2019 have been prepared and are enclosed at Annexure-l and Annexure-II.

Pending Seniority lists…

As on date 30.09.2020, seniority lists for Mechanical and Engineering departments has not been issued for 01.04.2018 & 01.01.2019. These seniority lists are still have to be sent by Zonal railways to Railway Board.

Eligibility for promotion from Group ‘C’ to Group ‘B’ posts in Railways

The eligibility criteria for appearing in the Selections/LDCEs for promotion to Group ‘B’ posts in the Departments having organised services has been laid down in terms of Board’s letters no. E(GP) 99/2/22 dated 29.03.2010 and 06.05.2014. Consequent upon implementation of the pay structures recommended by the VII Pay Commission, the said eligibility conditions have since been reviewed by the Railway Board and it has been decided to make following changes therein:

i) For Group ‘B’ selections (70% quota), Group ‘C’ employees working in Level 6 and above in Pay Matrix with 3 years of non-fortuitous service in Level 6 and above in Pay Matrix (including non-fortuitous service rendered in the corresponding pre-revised grade pay) will be eligible.

    • Group ‘C’ employee working in Level 6 and above, and
    • 3 years of non-fortuitous service in Level 6 and above

ii) For Group ‘B’ selections (30% LDCE quota), Group ‘C’ employees working in Level 6 and above in Pay Matrix with 5 years of non-fortuitous service in Level 6 and above in Pay Matrix (including non-fortuitous service rendered in the corresponding pre-revised grade pay) will be eligible.

    • Group ‘C’ employee working in Level 6 and above, and
    • 5 years of non-fortuitous service in Level 6 and above

(iii) However, for Selections/LDCEs for promotion to Group ‘B’ posts in Accounts department, Group ‘C’ employees fulfilling the above mentioned conditions should also have qualified the Appendix-3 IREM Examination.

    • For Accounts Department employee should also have qualified Appendix-3 IREM Examination additionally.

iv) In the integrated seniority of Group ‘C’ employees eligible for Group ‘B’ selections (70% quota) in all departments having organised services except Accounts department, employees in Level 7 of the Pay Matrix will be placed above those in Level 6 of the Pay Matrix. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in Level 7 or Level 6 in the Pay Matrix, as the case may be.

v) In the integrated seniority of Group ‘C’ employees eligible for Group ‘B’ selections (70% quota) in Accounts Department, employees in Level 8 in Pay Matrix will be placed above those in Level 6 in Pay Matrix. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in Level 8 or Level 6 in Pay Matrix, as the case may be.
