Chennai – Mysore- Chennai Shatabdi Express becomes the first Integrated Management Systems (IMS) certified train of Southern Railway, first Shatabdi of Indian Railways and second mail/express train on Indian Railways. A feather in the cap of Southern Railway, Chennai – Mysore – Chennai Shatabdi Express has received Integrated Management Systems Certification.

Train No. 12007/12008, Dr MGR Chennai Central – Mysore Jn – Dr MGR Chennai Central Shatabdi Express service is the first ever train service of Southern Railway to bag IMS Certification with ISO 9001:2015, ISO 14001:2015 & ISO 45001:2018 Certifications. This certification has been granted by the certification agency after comprehensive audit and duly verifying adherence by Railways to all laid down norms.

Sub: Policy for engagement of TADK

Ref: 1)  RBE No-64/2020. Dtd. 06.08.20 & RBE 102/2020      Dt 01.12.2020.

2) This office letter no. WCR/P-HQ/Rulling/0/120/TADKs      Dated 19-03-2019.

        The existing policy of engagement /absorption/transfer/discharge of TADKs on WCR has been reviewed with the approval of the Competent Authority, in view of the reference letters, and the same is detailed as under:

1. Pool of TADK
  1. Pool of TADK –. TADK posts have been created and attached to specific JAG/SAG/HAG posts. However in certain exigencies, the concerned PHOD/CHOD are authorized to revise the pin-pointing of TADK post, due to operational& functional requirement. Work charged posts of TADK shall continue further, subject to extension of currency of the post. Pool of TADK shall be maintained at Headquarter level.
    1. The pool of post of TADK shall be manned by available existing TADK and by calling options from the willing regular employees from all units and the TADKs who have been screened and allotted lien in different departments shall also be given option to come to the pool of TADK. In all such cases, his/her lien and seniority will be regulated in parent department.
    2. Existing TADK who has not completed 03 years of service as per earlier policydated 19/03/2019 and working on the erstwhile ‘Gr-D’ post in various units, will be placed in pool of available TADK.Regular railway employees, who are willing to work as TADK while maintainingtheir lien in parent cadre/department can exercise option of coming to the pool of TADK. Option floated once in this regard, shall remain open-ended.
2. Officers entitled for TADK
  1. Officers entitled for TADK –Officers in JAG in adhoc and above are entitled for the services of TADK subject to TADK is attached to that specific post. In exceptional circumstances, GM may authorize through his personal approval, the operation of a TADK post by an officer not below the rank of Senior Scale, if a JAG post is being operated by downgrading JAG post and depending upon the nature and responsibilities of the post.
  2. Officers near to superannuation having at least one year of service can also opt forservices of TADK from the pool.
4. Allotment of TADKs:
  1. Allotment of TADKs:
    1. Allotment on the basis of Willingness of Officer and staff both  : An officer who has a TADK attached to his post will have the option to propose a willing regular employee, from any other unit of Indian Railways. In this case, written willingness of the Officer and the employee concerned will be required, along with declaration of conduct and candidature as was being provided earlier. In such cases, candidates/employee’s lien and seniority, shall be protected in their parent cadre.
    2. Allotment from Centralized Pool of TADK: On the basis of options exercised by willing staff to work as TADK, a centralized pool of TADK shall be maintained at HQ. Officers may opt for engaging a TADK from the pool of available TADKs. The respective Personnel Department shall certify that post of TADK is attached with the post of officer for which request has been submitted.

In both the cases of (a) and (b) above, Approval of General Manager is required for engaging of an existing TADK/Regular employee as TADK. However, an officer can relieve a TADK for further employment, with the approval of PCPO.

  • TADK will be allotted to an officer from the pool on the basis of ‘first come firstserve ‘as per availability. For this purpose, priority will be maintained by the Recruitment section of Personnel Department of HQ WCR.

The names of officers applying for TADK will be registered serially as per their application, which can be sent on e-mail ID – aporwcr@gmail.com the date of receipt of request in the Personnel Department (HQ) at above email-ID shall be treated as the date of priority. In cases of application of same date, Sr. Officer will be given priority.

  • HAG and above Officers as well as CHOD (In charge) will get overriding priority. This will be followed by SAG/ NFHAG (as one pool), and NF-SAG, SG and JAG (as another pool) in ratio of 2:1, in case of allotment of TADK from the Centralized pool of TADKs.
    • There will be no choice available to an officer for a particular TADK from thispool. The names of TADKs in the pool will be registered serially as per their option for inclusion in the pool. The TADKs to the seeking officers will be provided duly maintaining the serial (i.e. the officer at Sr. No. 1,will get TADK registered at Sr. No. 1 and so on), subject to priority.

Observation/Familiarization period of 01 month may be given to the officer. If within 01 month officer refuses the allotted TADK, name of the officer will be placed in the bottom of the list of Officers in that pool seeking TADKs. On all such postings, employee in the pool cannot refuse posting under the officers. However, if two officers are willing to interchange their TADKs (who have been engaged with approval of GM) with each other, this may be permissible with the approval of PCPO.

 (c.)  In case where husband and wife both are Railway officers at the same station or different stations, they will be entitled for the services of TADKs under this policy.

(d) If a existing TADK becomes surplus due to transfer of officer to other Railway/Division without carrying the TADK attached with him/her or due to superannuation/retirement as the case may be, such TADK will be part of the pool and may be attached with the other eligible officer as per procedure outlined in (b.1).

5. Tenure of TADK will be as under:
  1. For existing TADK -Screening will be conducted after completion of 04 years. If officer wants to get another TADK from above pool, he may relieve his TADK for the department where TADK has been allotted the lien, however, if the officer is not willing to relieve the TADK or he is not able to get another TADK, the existing TADK will continue to work with the officer as TADK, even after the screening and fixing of lien. If the officer wants to release his/her TADK before the completion of minimum tenure, he may be allowed to register his name below all existing officers, after  completion of 04 years tenure of TADK and such an officer will be permitted to take new TADK from the pool of TADK or from willing railway employees. Released TADK will be offered to other officers waiting for TADK.
  2. Regular employee as TADK– Willingness at the first instance has to be exercised against the floated option. TADK can continue with the officer beyond five years.
6. Screening of existing TADK/Fixation of lien of TADK:
  1. Screening of existing TADK/Fixation of lien of TADK – Concerned officer will submit annual working report of TADK compulsorily as per the format. On completion of 04years continuous service, the concerned officer will submit a final report regarding satisfactory/unsatisfactory service of TADK. The TADK will be sent for medical examination, after which he/she will be screened by a screening committee of 03 assistant scale officers (including 01 personnel department and 01 from SC/ST/OBC community if applicable) to regularize his/her service. Once the committee finds the candidate suitable, PCPO will allot lien in safety category post. Any change of lien will be permitted only with the approval of General Manager/AGM.
7. Transfer of TADK:
  1. Transfer of TADK
    1. Existing TADK” shall move with the officer with whom he/she is attached on the occasion of transfer of the officer, subject to TADK post being available at new posting place. However his/her lien and seniority, if fixed, shall be protected in their parent cadre.
    2. Regular employee working as TADK” moving with the officer with whom he/she is attached on the occasion of transfer of the officer, subject to TADK post available at new posting place, with the willingness of the both, officer and TADK, will  be treated as transferred on administrative ground for TADK, however his/her lien and seniority, shall be protected in their parent cadre, and he/she will be entitled for Composite transfer grant.
8. Conditions applicable in the event of training/leave of officer:
    • In the event of training/leave etc. of the officer, the officer can continue the services of the same TADK, provided the period of absence of the officer is not more than 90 days (180 days in the case of women officer on maternity leave). In such cases the salary of the TADK will be charged against vacant group ‘D’ post in the concerned department with the approval of PHOD/CHOD/DRM concerned.
    • In the cases of officer’s proceeding on long term training, TADK may be retained during such training period in terms of Board letter no. E(NG)II/2018/SB/5/TADK dated 15/10/2018, against the vacant group ‘D’ post with the approval of PHOD/CHOD/DRM concerned.
    • Pending decision on the above circumstances, the TADK will be temporarily attached for the period of three months and utilized in the office where the officer was last posted and salary may be charged against vacant group ‘D’ post in the concerned department with the approval of PHOD/CHOD/DRM concerned.
9. Circumstances under which the services of existing TADK can be terminated:
  • Circumstances under which the services of existing TADK can be terminated:
    • The TADK’s probation period will be four years from the date of engagement as TADK.
    • In the instance of cases involving misconduct, misbehavior, unsatisfactory service etc. by the TADK, the officer may propose to take disciplinary action against the TADK at any stage of the tenure of the TADK. The allegations should be properly substantiated and recommendation, if any, should be made to a departmental officer of a rank equivalent to the rank of the appointing authority to initiate appropriate action against the TADK. The departmental officer nominated to act as the Disciplinary authority should be of a rank equivalent to the rank of the appointing authority and rules prescribed under RS(D&A) Rules, 1968, should be strictly adhered to.

10.Similarly, penal action can be taken against defaulting TADK as per extant DAR.

11.The scheme can be reviewed after an initial period of 6 months based on working of the scheme.

12.Amendments, any exception, change or modification in the above policy will require the prior and personal approval of the General Manager. These instructions will be applicable with immediate effect and will be applicable to existing TADKs also. This issues with the approval of General Manager.

Rationalization of Directorates in Indian Railways: Merged to 35 only!

Railway Board’d Cells/Committees merged to their respective Directorates

Recently, list of Directorates as appearing in Indian Railways website at https://indianrailways.gov.in/railwayboard/view_section.jsp?lang=0&id=0,1,388 was reviewed in light of the recommendations made by Principle Economic Adviser, M/o Finance on ‘Rationalization of Government Bodies under M/o Railways’.

Inadvertently in IR Website, Cells/Committees Reports etc., were also being displayed as a Directorate of Railway Board though the number of Directorates functioning in Railway Board is 35 only.

Accordingly, Cells/Committee etc., which were figuring individually, were merged into their respective Directorate keeping their Content intact.

Vide Railway Board’s Letter No. 2021/O&M/3/5, dated 25.10.2021, Indian Railways begins its rationalization process. Directorates are being merged and PSU are being closed.

IRSDC closure approved: Zonal Railways will further develop the stations

Closure of IRSDC approved ‘in principle’

The Competent Authority has now decided ‘in principle’ for closure of IRSDC, a 9-year old Joint Venture Company.

Indian Railway Stations Development Corporation Limited (IRSDC) was incorporated on 12.03.2012 as a JV between IRCON and RLDA to take up Redevelopment of Railway Stations.

Steps required to be taken for closure of IRSDC:
  1. The stations managed by IRSDC shall be handed over to respective Zonal Railways.
  2. All the projects related documents shall be handed over to respective Zonal Railways by IRSDC. Zonal Railways will further develop the stations projects.
  3. Examine other Contracts. Transfer (novate) the contracts to Zonal Railways.

All necessary procedural formalities for closure ofIRSDC should be initiated.

Now Zonal Railways will undertake the station development project — basically going back to the old system.

Gandhinagar Railway Station developed by IRSDC

IRSDC has been working on over 60 railway stations and have been working to take up facility management along with overall redevelopment. Some of the projects are in very advance stage. IRSDC was setup as a nodal agency to develop stations by adopting simplified procedure.

  5. Fully Cashless: – The customer can use all types of digital payment options i.e. Rail – Wallet, Debit Card, Credit Card, Net Banking, UPI and E Wallets.
  6. Cheaper: – The customer who uses Rail-Wallet Facility are given 5% bonus on recharge. For example if a passenger recharges his Wallet for ₹1000, he gets the recharge value of ₹1050.
Fully developed in-house app for iOS & Android users

The Mobile Ticket application is fully developed in-house by Indian Railways (CRIS) and is available across platforms – Android and iOS. And can be downloaded free of cost from the respective stores. The application has been widely appreciated for its usability and customer experience and has got four star rating at Google Play Store. No of Registered users of UTS Mobile application are 1.47 crore.

Backgrounder –

Conventionally, Unreserved tickets were sold at the booking counters of Railway Stations. With a view to reduce waiting time  of passengers at booking counters, Railway ticketing agents and automated ticket vending machines were introduced as additional points of sale at bigger stations. However physical presence of customer was required at all these three points of sale.

UTS mobile ticketing was launched on 27 December 2014 after that the system was rigorously tested on the parameters of safety, security and customer experience and later on proliferated over entire Mumbai Suburban. Gradually Mobile Ticketing was extended to the metro cities of Chennai, Delhi, Kolkata and Secunderabad between years 2015-17. From 1st Nov2018 onwards UTS Mobile Ticketing is available for inter zonal travel also i.e. between any pair of stations over entire Indian Railway on the pattern of normal ticketing.     Source: PIB 

Shri Ashwini Vaishnaw launches Rail Kaushal Vikas Yojana

Railways to provide entry level training in industry relevant skills through 75 Railway training institutes across the country

Indian Railways takes a leap in advancement of Skill India Mission

To empower youth by way of providing entry level training in industry relevant skills through Railway training institutes as part of 75 years of Azadi ka Amrit Mahotsav, Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Communications, Electronics and Information Technology launched Rail Kaushal Vikas Yojana, a program under the aegis of Pradhan Mantri Kaushal Vikas Yojana (PMKVY), in Rail Bhavan today. On this occasion, Shri Suneet Sharma, Chairman and CEO, Railway Board and other senior officials of Railways were also present.

50 thousand youth will be trained under Rail Kaushal Vikas Yojana

Speaking on the occasion, Shri Ashwini Vaishnaw said, “It is an auspicious day as Vishwakarma jayanti is being celebrated across the country. He also congratulated Hon’ble Prime Minister on his birthday. He dedicated Rail Kaushal Vikas Yojana as the gift of Railways to Hon’ble Prime Minister on his birthday. The vision of skill development is an integral part of the vision of Prime Minister Shri Narendra Modi and 50 thousand youth will be trained under Rail Kaushal Vikas Yojana. The aim of this initiative is to impart training skills to the youth in various trades to bring qualitative improvement. He also emphasized that training in remote areas to be conducted under Rail Kaushal Vikas Yojana. He stressed that youth should enjoy the training process. ”

10th passed & 18-35 years aged candidates shall be eligible to apply

The training will be provided to 50000 candidates over a period of three years. Initially, the training will be provided to 1000 candidates. The training will be provided in four trades viz. Electrician, Welder, Machinist and Fitter and will comprise of initial basic training of 100 hours. Training programs in other trades will be added by zonal railways and Production units based on regional demands and needs assessment. Training shall be provided free of cost and participants will be selected from applications received online, following a transparent mechanism on the basis of marks in matriculation. Candidates who are 10th passed and between 18-35 years shall be eligible to apply. Participants in the scheme shall however have no claim to seek employment in Railways on the basis of this training.

Banaras Locomotive Works, is the nodal PU for this scheme

The program curriculum has been developed by Banaras Locomotive Works, the nodal PU for this scheme, which will also standardize assessments and maintain centralized database of participants. The scheme is being launched for 1000 participants initially and will be over and above the training provided to apprentices under the Apprentice Act 1961. A nodal website is being developed as the single source of information about programs offered, notification inviting application, lists of selected candidates, results of selection, final assessment, study material and other details. Currently, applicants may apply in response to the advertisements issued locally in the initial phase. Submission of online application shall be opened soon on a centralized website.

Trainees will get the certificate from the NRTI

Trainees shall be required to undergo a standardized assessment and will be awarded certificate in the allotted trade by the National Rail & Transportation Institute(NRTI), upon conclusion of their programme. They will also be provided Toolkits relevant to their trade which would help these trainees utilize their learnings and enhance their capacity for self-employment as well as employability in various industries.

To offer economical and luxurious AC Travel experience, Indian Railways’ new 3rd AC Economy coach begins its services in Train No. 02403 Prayagraj- Jaipur Express

Indian Railways has always been committed to the convenient travel of its passengers by developing coaches with improved passenger friendly features. The new entrant to this developmental journey of Indian Railways is AC Three Tier Economy Class Coach. The new coach has started to offer its service.  First time, the coach has been attached to Train No.02403 Prayagraj- Jaipur Express. The new AC Economy coach has 83 berths as compared to 72 berths in 3AC Coach. Also, the fare structure for this coach is 8% lesser than 3AC Coach.

Indian Railways takes up major tunnelling works in a big way

3rd line between Barkhera – Budni (WCR)- 26.50 kms

Indian Railway has taken up major tunnelling work in a big way for Broad gauge 3rd line between Barkhera – Budni (26.50 kms.) section of Bhopal – Itarsi third line project of West Central Railway zone.

Indian Railways’ PSU, Rail Vikas Nigam Limited is constructing Five Tunnels with NATM (New Austrian Tunneling Method) having ballast less track in connection with third electrified broad-gauge railway line between Barkhera – Budni on Bhopal – Itarsi route on Bhopal Division of West Central Railway in Sehore and Raisen Districts of Madhya Pradesh.

The New Austrian tunneling method (NATM), also known as the sequential excavation method (SEM) or sprayed concrete lining method (SCL), is a method of modern tunnel design and construction employing sophisticated monitoring to optimize various wall reinforcement techniques based on the type of rock encountered as tunneling progresses.

This will ease congestion on Golden Diagonal, Delhi- Chennai route. With the commissioning of third line, trains shall run at a speed of 130 Kmph between Bina-Bhopal-Itarsi section.

3rd line on Bhopal- Itarsi Section

For capacity enhancement, work of construction of third line on Bhopal- Itarsi Section is sanctioned by Railway Board in three separate works i.e.

(1). Habibganj (HBJ) – Barkhera (BKA) – 41.42 KMs – Work Completed

(2). Barkhera (BKA) – Budni (BNI) 26.5 KMs – Work in Progress

(3). Budni (BNI) – Itarsi (ET) 25 KMs – Work Completed

Section 1 & 3 fall in plain territory and do not involve issues e.g. Wildlife/Forest clearances, land acquisition etc. In Section 2 i.e. Barkhera (BKA) – Budni (BNI) section, the entire length of existing two tracks as well as the proposed track falls either in Ratapani Wildlife Sanctuary (Tiger Habitat) or it’s Eco-Sensitive Zone.

RVNL is constructing these tunnels in horse shoe section; this form consists of a semi-circular roof together with arched sides and a curved invert.The method follows to construct this tunnel is NATM (New Austrian Tunneling Method). NATM is a support method to stabilize the tunnel perimeter by means of sprayed concrete, anchors and other supports and uses monitoring to control stability

Tunnel T-1:

Tunnel T-2:

Tunnel -2 is a 200 m Single Track tunnel.

Present status:

  • Portal development work is in progress.
  • Epoxy grouting in existing tunnel in progress.

Tunnel T-3:

Tunnel -3 is a 200 m Single Track tunnel.

Present status:

Portal development work of Tunnel T-3 in progress.
  • Underground excavation around 51m from Portal-1 and Portal-2 is completed. At present benching excavation in progress from Portel-2 side.

Tunnel T-4:

Tunnel -4 is a 140 m Double Track tunnel.

Present status:

  • Portal development work is in progress at Itarsi end. Tunnel excavation started from Bhopal end. 12m excavation completed.

Tunnel T-5:

Breakthrough of Tunnel-5(530 m) was done on 19.02.2021.

The tunnel was constructed on a 500 m curvature. The total length of Tunnel-5 is 530m and the width is 14.4 m, which is exceptional, as this is a double track tunnel. The constructing of single track tunnels is the norm over Indian Railways. As Tunnel-5 lies in a wildlife sanctuary, very strict procedures were followed which included tunnelling work being done only in one shift from sunrise to sunset. Tunnelling was started in May 2020 from both ends as per procedure and in Feb 21 the complete tunnel was excavated on 19.02.2021. The tunnels from both ends met in perfect alignment with zero error, thus maintaining complete accuracy and resulting in a perfect breakthrough. This was achieved despite three months of heavy monsoon and lockdown period. All safety norms were observed successfully

Present status:

  • Complete excavation by heading and Benching of Double Track Tunnel T-5 completed on 09.05.2021
  • Invert cleaning and PCC work in progress.
  • Excavation and installation for 315mm dia Central drain is in progress.
  • Installation of 160mm dia perforated side drain with No fine concrete is in progress

Ms. Archana Joshi, a 1985 batch Indian Railway Traffic Service (IRTS) officer, has taken over as the General Manager, South Eastern Railway on July 30, 2021. She is the first woman officer to become the General Manager of South Eastern Railway. She is also the first woman IRTS officer to become the General Manager.

She is an alumnus of Panjab University, Chandigarh, did her Masters in Sociology and is a gold medalist in her subject. She has worked in various positions in Northern Railway, North Western Railway, West Central Railway and North Eastern Railway as Additional General Manager, Chief Commercial Manager, Chief Operations Manager, Senior Deputy General Manager etc. He has also worked as Divisional Railway Manager, Kota, West Central Railway.
