The Pramod Kumar, is an officer of the IRSEE-1984 batch of Indian Engineering Services.

He started his career as AEE/TD at Agra. After which he worked in Junior & Senior scale at Chittaranjan Locomotive Works. He has also worked in Jhansi and Jabalpur divisions.

He pioneered the setting up of Electric Locoshed at New Katni Junction. He also commissioned first high rise OHE of Indian railway, when he was posted in Railway Electrification, Jaipur.

Ms. Archana Joshi, a 1985 batch Indian Railway Traffic Service (IRTS) officer, has taken over as the General Manager, South Eastern Railway on July 30, 2021. She is the first woman officer to become the General Manager of South Eastern Railway. She is also the first woman IRTS officer to become the General Manager.

She is an alumnus of Panjab University, Chandigarh, did her Masters in Sociology and is a gold medalist in her subject. She has worked in various positions in Northern Railway, North Western Railway, West Central Railway and North Eastern Railway as Additional General Manager, Chief Commercial Manager, Chief Operations Manager, Senior Deputy General Manager etc. He has also worked as Divisional Railway Manager, Kota, West Central Railway.

Final seniority list of railway officers Group ‘B’ issued in 2020

Group ‘B’ Final seniority list as on 01.04.2018 & 01.01.2019

Railway Board, vide letter No. E(GP)2013/1/31 dated 23.12.2019, asked Zonal Railways/PUs’ for seniority lists of Group ‘B’ officers of organised services as on 01.04.2018 & 01.01.2019 for promotion to Group ‘A’. But, required seniority list of railway officers have not yet been furnished from most of the Railways so far.

As on date, Final seniority list of railway officers has been issued only for Traffic, Accounts, Personnel and S&T departments.

Provisional integrated seniority lists has been circulated for Electrical, and Stores departments.

Eligibility condition for promotion from Group ‘C’ to Group ‘B’ posts in Indian Railways

Based on these seniority lists Group ‘B’ officers are promoted to Group ‘A’ services. Group ‘A’ officers are directly recruited by the Union Public Service Commission (UPSC), and Group ‘B’ officer are promotee officers from Group ‘C’ staff.

S&T Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Signal & Telecom department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 11.08.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

The final seniority list as on 01.04.2018 (Annexure-I) and 01.01 2019 (Annexure-II) are enclosed for immediate circulation.

Traffic Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Traffic Department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 23.07.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

The final seniority list as on 01.04.2018 (Annexure-I) and 01.01 2019 (Annexure-II) are enclosed for immediate circulation.

Accounts Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Accounts Department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 22.06.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

The final seniority list as on 01.04.2018 (Annexure-I) and 1.01.2019 (Annexure-II) are enclosed for immediate circulation.

Personnel Department: Final seniority list of Group ‘B’ officers of Indian Railway

The provisional integrated seniority lists of Group ‘B’ officers of Accounts Department of Indian Railways as on 01.04.2018 and 01.01.2019 were issued by Railway Board on date 04.06.2020. In response thereto, several representations were received which were examined. Also certain discrepancies have been pointed by some of the Railways. Accordingly, necessary corrections have been carried out.

The final seniority list as on 01.04.2018 (Annexure-I) and 01.01.2019 (Annexure-II) are enclosed for immediate circulation.

Electrical Department: Provisional seniority list of Group ‘B’ officers of Indian Railway

On the basis of Group ‘B’ seniority lists of Electrical Engineering Department as on 1.4.2018 and 1.1.2019 furnished by different Railways /PUs, provisional integrated Group ‘B’ seniority Lists of Electrical Engineering Department of Indian Railways on All India basis as on 1.4.2018 and 1.1.2019 have been prepared and are enclosed at Annexure-l and Annexure-II.

Stores Department: Provisional seniority list of Group ‘B’ officers of Indian Railway

On the basis of Group ‘B’ seniority lists of Stores Department as on 1.4.2018 and 1.1.2019 furnished by different Railways /PUs, provisional integrated Group ‘B’ seniority Lists of Electrical Engineering Department of Indian Railways on All India basis as on 1.4.2018 and 1.1.2019 have been prepared and are enclosed at Annexure-l and Annexure-II.

Pending Seniority lists…

As on date 30.09.2020, seniority lists for Mechanical and Engineering departments has not been issued for 01.04.2018 & 01.01.2019. These seniority lists are still have to be sent by Zonal railways to Railway Board.

Eligibility for promotion from Group ‘C’ to Group ‘B’ posts in Railways

The eligibility criteria for appearing in the Selections/LDCEs for promotion to Group ‘B’ posts in the Departments having organised services has been laid down in terms of Board’s letters no. E(GP) 99/2/22 dated 29.03.2010 and 06.05.2014. Consequent upon implementation of the pay structures recommended by the VII Pay Commission, the said eligibility conditions have since been reviewed by the Railway Board and it has been decided to make following changes therein:

i) For Group ‘B’ selections (70% quota), Group ‘C’ employees working in Level 6 and above in Pay Matrix with 3 years of non-fortuitous service in Level 6 and above in Pay Matrix (including non-fortuitous service rendered in the corresponding pre-revised grade pay) will be eligible.

    • Group ‘C’ employee working in Level 6 and above, and
    • 3 years of non-fortuitous service in Level 6 and above

ii) For Group ‘B’ selections (30% LDCE quota), Group ‘C’ employees working in Level 6 and above in Pay Matrix with 5 years of non-fortuitous service in Level 6 and above in Pay Matrix (including non-fortuitous service rendered in the corresponding pre-revised grade pay) will be eligible.

    • Group ‘C’ employee working in Level 6 and above, and
    • 5 years of non-fortuitous service in Level 6 and above

(iii) However, for Selections/LDCEs for promotion to Group ‘B’ posts in Accounts department, Group ‘C’ employees fulfilling the above mentioned conditions should also have qualified the Appendix-3 IREM Examination.

    • For Accounts Department employee should also have qualified Appendix-3 IREM Examination additionally.

iv) In the integrated seniority of Group ‘C’ employees eligible for Group ‘B’ selections (70% quota) in all departments having organised services except Accounts department, employees in Level 7 of the Pay Matrix will be placed above those in Level 6 of the Pay Matrix. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in Level 7 or Level 6 in the Pay Matrix, as the case may be.

v) In the integrated seniority of Group ‘C’ employees eligible for Group ‘B’ selections (70% quota) in Accounts Department, employees in Level 8 in Pay Matrix will be placed above those in Level 6 in Pay Matrix. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in Level 8 or Level 6 in Pay Matrix, as the case may be.

Vinod Kumar Yadav appointed as CEO, Railway Board

VK Yadav, the current chairman of the Railway Board appointed as first CEO.

The appointments committee of the cabinet (ACC) on Wednesday (02.09.2020) formally approved the restructuring of the Railway Board and approved the appointment of Vinod Kumar Yadav, the current chairman of the Railway Board as its first Chairman & Chief Executive Officer (CEO), Railway Board.

With this restructuring, Indian Railways will now have only a five member railway board; who will act as “Chief Executive Officer (CEO)” along with four members responsible for Infrastructure, Operations & Business Development, Rolling Stock and Finance respectively.

While Yadav has been appointed Chairman and Chief Executive Officer (CEO); Pradeep Kumar, IRSSE (1981 Batch) has been appointed Member, Infrastructure; PC Sharma, IRSS has been appointed Member, Traction and Rolling Stock; PS Mishra, IRTS has been made Member, Operations and Business Development; Manjula Rangarajan, IRAS has been appointed Member, Finance.


Sri Vinod Kumar Yadav also known as V.K. Yadav is 1980 batch IRSEE officer and current Chairman and CEO of the Indian Railway Board. He is an engineer holding BE in electrical engineering from University of Allahabad’s Motilal Nehru Regional Engineering College (now Motilal Nehru National Institute of Technology, Allahabad) (1980) who later did an MBA from Australia’s La Trobe University (2004).

Earlier, Shri Vinod Kumar Yadav, IRSEE (1980 Batch) was reappointed as Chairman, Railway Board, in the rank of Ex-Officio Principal Secretary to Government of India. The Appointments Committee of Cabinet (ACC) approved the re-employment of Shri Vinod Kumar Yadav as Chairman, Railway Board for a period of one year w.e.f 01.01.2020.

Shri Vinod Kumar Yadav was appointed as Chairman, Railway Board (Ministry of Railways) and ex-officio Principal Secretary to Govt. of India on 01.01.2019. Prior to this assignment, Shri Yadav had worked as General Manager, South Central Railway.

Academic Qualifications

His academic qualifications including a Masters Degree in Business Administration –MBA (Technology Management) from La Trobe University, Australia and a Bachelors Degree in Engineering (Electrical Engineering) from Allahabad University, Uttar Pradesh. He holds immense experience in the fields of Project Management, General Management, Industrial Policy Formulation, Foreign Collaboration & Foreign Direct Investment, Management of Sector Specific International Technical Programmes and Co-ordination of World Bank and Japan International Cooperation Agency (JICA) Funding.

Shri VK Yadav held several important executive and managerial positions

During the course of his illustrious career, Shri Vinod Kumar Yadav held several important executive and managerial positions on Indian Railways and on deputation to various Organizations. In Indian Railways, his assignments included serving as Chief Electrical Engineer, Planning/Traction Distribution, Northern Railway; Divisional Railway Manager, Lucknow Division, North Eastern Railway and Additional Divisional Railway Manager (Operation), Delhi Division, Northern Railway.

Amongst the assignments he held on deputation are – Executive Director, Railway Electrification Projects, Rail Vikas Nigam Limited (RVNL), New Delhi; Group General Manager (Electrical), Dedicated Freight Corridor Corporation of India Limited; Project Director, International Centre for Advancement of Manufacturing Technology at United Nations Industrial Development Organization (UNIDO); he was also Director, Department of Industrial Policy & Promotion, Ministry of Industry, Government of India.

He also held an important foreign assignment as Deputy Manager (Electrical), IRCON at Turkey, where he was instrumental in planning, execution and commissioning of Railway Electrification Project for Turkish Railway.

Shri Vinod Kumar Yadav is recipient of the first ever “Best Transformation Initiative Award” of the Ministry of Railways.

New Design Locomotive at Madhepura Factory

The loco is named WAG12 with Number 60027. The train departed from Deen Dayal Upadhyaya Station at 14:08 hrs in long haul formation for Dhanbad Division of East Central Railway, consisting of 118 wagons which travelled from Pt Deen Dayal Upadhyaya Jn to Barwadih via Dehri-on-Sone, Garhwa Road.

It was a proud moment for Indian Railways, as it became 6th country in the world to join the elite club of producing high horse power locomotive indigenously. It is the first time, high horse power locomotive has been operationalised on broad gauge track in the world. The locomotive has been produced under Make in India programme. The Madhepura factory is the largest integrated Green Field facility built to the highest standards of quality and safety with production capacity of 120 locomotives and spread across a massive 250 acres.

The PM agrees for 100% Electrification of Indian Railways

 100% electrification of Indian Railways by 2021-22

The Prime minister led Cabinet Committee on Economic Affairs (CCEA) on 12.09.2018 approved 100% electrification of Indian Railways. The Railway Minister Sh. Piyush Goyal announced that all the Broad Gauge (BG) lines will be Electrified by the year 2021-22.

 Electrification of 13,675 RKM with a cost of Rs. 12,134.50 Crore

The Cabinet Committee on Economic Affairs(CCEA), has approved the proposal for electrification of complete Indian Railways (IR)  network comprising of 108 sections covering 13,675 route kilometres of Broad gauge railway line at a total cost of Rs.12,134.50 crore.

Indian trains primarily run on electricity or diesel. Currently, around two-third of freight and more than half of passenger traffic in Indian Railways are hauled by the electric traction (electric locos). However, electric engines are very cost effective and accounts for just 37% of the total energy expenses of Indian Railways.

 Electrification of important missing links of major routes

The major routes on Indian Railways network have already been electrified and are operational. But some of the important link connecting major routes are still non electrified. The proposed electrification, which is mainly for missing links and last mile connectivity will increase the operational efficiency and improve the average speed of trains.

 Futuristic step will save revenue of Govt and Environment

The rail minister said once the project is completed, Railways may become the largest electrified rail network in the world. Besides, complete electrification of broad gauge routes will have a significant impact on safety, capacity and speed. It will reduce pollution and make railways faster and safer.

  • Railways is likely to save in Fuel bill of Rs 13,510 crore per annum.
  • Will generate employment of about 20.4 crore man days.
  • Reduce the use of imported fossil fuels and consumption of high speed diesel
  • Reduce the expenditure on maintenance of locomotives
  • Reduction in Green House Gases (GHG) emissions

In a press statement Railways said that the step will also help it to reduce expenditure on maintenance of locomotives. Electric locomotive maintenance cost is ₹16.45 per thousand gross tonne km (GTKM), while for diesel locomotive it is ₹32.84 per thousand GTKM.

 Divergent views over Electrification of Indian Railways

In the last CCEA meeting, The Prime Minister himself was against the 100% electrification of Railways, and turned down the proposal of Rail Minister Piyush Goyal. But a vocal supporter of 100% electrification, Piyush Goyal succeeded  to convince the Prime Minister.

The time will tell the benefits of this huge expenditure over electrification of rail network. But one thing is clear that direction is clear from the top management.

 What will be the future of Diesel traction ??

The Rail Minister said that there are numerous possibilities on what to do with them (diesel engines) in the light of the changed traction policy of the Railways.

Minister further added that “We will need (diesel) engines for back-up whenever there is any problem in the electric system. We will need diesel engines in the border areas. We can look at exporting these engines also. So various opportunities and possibilities are there”. Goyal also said that the diesel engines would be converted into electric ones during the periodic overhaul of each engine, so that the diesel fleet gradually turns electric.
