Distinguishing Features of Freight Business Development Portal:-
New Khurja- New Bhaupur section (351 KM long) of Eastern Dedicated Freight Corridor inaugurated on 29.12.2020.
53 Freight trains have run on this new section till 03rd January, 2021.
Between New Khurja – New Bhaupur (Down Direction) = 32 trains, with Best Speed achieved = 93.70 kmph
Between New Bhaupur – New Khurja (Up Direction) = 21 trains, with Best Speed achieved = 85.98 kmph
In the first phase, DFCCIL is constructing the Western DFC (1504 Route km) and Eastern DFC (1856 route km including PPP section of Sonnagar-Dankuni Section. The EDFC starting from Sahnewal near Ludhiana (Punjab) will pass through the states of Punjab, Haryana, Uttar Pradesh, Bihar and Jharkhand to terminate at Dankuni in West Bengal. The Western Corridor connecting Dadri in Uttar Pradesh to Jawaharlal Nehru Port (JNPT) in Mumbai will traverse through the states of UP, Haryana, Rajasthan, Gujarat and Maharashtra of WDFC & EDFC (excluding the Sonnagar – Dankuni PPP section) i.e. 2800 route Km will be commissioned by June 2022.
In the month of December 2020, Indian Railways loading was 118.13 million tonnes which is 8.54% higher compare to last year’s loading (108.84 million tonnes) for the same period.
Indian Railways earned Rs. 11788.11 crores from freight loading which is also Rs. 757.74 crores (6.87%) higher compare to last year’s earnings (Rs. 11030.37 crores).
Indian Railways loading was 118.13 million tonnes which includes-
50.67 million tonnes of coal,
15.31 million tonnes of iron ore,
6.13 million tonnes of foodgrains,
5.23 million tonnes of fertilizers,
4.3 million tonnes of mineral oil and
7.46 million tonnes of cement (excluding clinker).

Shri Suneet Sharma, has taken over the charge of new Chairman (CRB) & Chief Executive Officer (CEO), Railway Board (Ministry of Railways) and ex-officio Principal Secretary to Government of India.
The appointments committee of the Cabinet has approved the appointment of Shri Suneet Sharma as Chairman (CRB) & CEO of Railway Board.
Prior to this, Shri Suneet Sharma worked as General Manager, Eastern Railway, GM MCF Raebareli, CME DLW Varanasi, DRM Pune, ADRM CST Mumbai, CWM Parel Workshop Mumbai.
Shri Suneet Sharma joined the Indian Railways in 1979 as a Special Class Apprentice while he was studying engineering at IIT Kanpur. A graduate in Mechanical and Electrical Engineering he has more than 40 years of experience serving in the Indian Railways in various capacities. He has done stints in Operational working, maintenance in Sheds, Depots and Workshops.
He was Chief Workshop Manager, Parel workshop in Mumbai where he was instrumental in manufacturing narrow gauge locomotives for hill railways. He also restored old steam narrow gauge locomotive for the heritage Matheran line near Mumbai. During the 2006 Mumbai suburban train blasts, he was part of the team which put the suburban network on track within a few hours after the terror attack.
As ADRM, Mumbai CST, he is credited with increasing the services of the suburban network, which is considered the life-line of Mumbai. During the 2008 Mumbai terror attacks, he was part of the team that managed the aftermath of the attacks at Mumbai CST, Central Railway.
As DRM, Pune he was instrumental in adding infrastructure which brought about operational efficiency.
As Chief Mechanical Engineer diesel locomotive works Varanasi he was team leader for starting electric locomotive production. Conversion of diesel to electric locomotives took place under his leadership in record time and for the first time anywhere in the world.
As General Manager Modern Coach Factory, Raebareli he set a record by doubling the out turn of the much required modern passenger coaches in one year.
As General Manager Eastern Railway, he took initiative in increasing the speed of goods trains to a record level and for completing a number of infrastructure projects of new lines and electrification which not only resulted in operational efficiency but developed the local areas.
He is known for bringing about systemic changes for ease of working and administrative reforms.
During the course of his career, he has won many professional awards. As General Manager (Modern Coach Factory Raebareli) and Chief Mechanical Engineer (Banaras Locomotive Works)) the factories won the award for best production units.
Suneet Sharma has attended professional training in Germany and France and he has done an advanced leadership and management course at Carnegie Mellon University in USA. He has visited Iran as a consultant for manufacture of locomotives.
He is an avid sportsman and has played Billiards and Snooker at competitive level. He is also a keen golfer and a badminton and squash player.
This “User Depot Module” (UDM) intends to computerize various material management activities at the end of User Depots i.e. Consignees. This will enable authorized user for:
Creation of Computerized Ledgers & DMTRs (Daily Material Transaction Reports) for recording receipt & issue transactions by authorized Users.
Receipt of Stores by User Depots/Consignees against Purchase Orders/GeM Orders/Contracts wherein material to be delivered directly to Consignees, against Cash Purchase/lmprest, from Shops, from Other User Depots/Consignees on Loan/Assistance basis, from other Field Units, against Book Transfer within same User Depot, from Stores Depots against S-1313 (Combined Requisition-cum-lssue Note) / S-1830 (Imprest Issues) / Non-Stock R-Notes/ Sale Issue Notes.
Issue of material to End User, to other User Depots/Consignees on Assistance/Loan basis, to Contractors, on Book Transfer within same User Depot, to Stores Depots on Advice Note, to Purchasers for Scrap Deliveries etc.
Placing Requisitions on Stores Depots for Stock Items (S-1313 as well as Imprest Demands)
Placing Demands on User Depots/Consignees, Issue Note, Gate Pass, Adjustment Memo etc.
Transacting with Non-Computerized User Depots/Consignees w.r.t. receipt & issue of material.
Integration of payment activities on IPAS with digitally signed Consignee Receipt Note (CRN) / Consignee Receipt Certificate (CRC) being generated in “User Depot Module”, once the Module gets stabilized.
Rejection Handling – both Initial Rejection as well as Warranty Rejection
Real time information exchange among various stake-holders leading to enhanced operational efficiency, economy and transparency.
Any user for this User Depot Module for a particular Railway or Department or Unit can be created by any concerned officer (JAG & above) or by any other concerned officer who has Administrator rights or by Departmental Administrator.
As elaborated at Para 19 of this User Manual, every User who wishes to make transaction on User Depot Module has to be mapped to a Consignee Code.
Each Consignee Code can have as many Transaction Users, as one wishes. One will be the Main Depot User while other Users will be created by Main Depot User (with the approval of Officer) as a Sub-Depot/Sub-Consignee User.
Mapping of Main Depot User to a Consignee Code will be done by the Administrator/Officer concerned.
Further, in order to be enable receipt & accountal of material from Stores Depot, Users(Main Depot User as well as Sub-Depot/Sub-Consignee User) will have to be a registered user on existing IMMS Application.
Mapping of Users (Main Depot User as well as Sub-Depot/Sub-Consignee User) with IMMS User ID will be done by the concerned User himself.
Officers cannot make basic transactions but they will have authority to approve CRN / Advice Note of Users of their Department and they can view various Reports / Transactions etc. of various Users.
Officers need not to be linked with Consignee Code.
For using this UDM, user has to possess a valid Class-2 or Class-3 Digital Signature Certificate (DSC) which is being used on IREPS / SPARROW etc.
For installation of DSC, standard procedure available in Learning Centre & System Settings options under Learning or Quick Links or Assistance Tab on https://ireps.gov.in or https://trial.ireps.gov.in can be used.
Users may seek assistance of existing IREPS Users for assistance regarding DSC.
For testing purpose, CRIS will be providing Test DSC, but users can change this Test DSC with their own DSC using the standard procedures referred above.
2. In continuation of the Board’s instructions ibid, the policy for appointment of TADK will henceforth be as under-
Engagement of fresh face substitute as TADK is discontinued with effect from 6 8.2020.
Existing posts and incumbent TADKs will continue and all issues related to their service conditions and regularisation will be governed by existing policy prevalent over Zonal Railways.
As regards posts of TADK that are currently vacant:
General Managers may review requirement / necessity for continuing with such posts, keeping in view operational and functional consideration.
Such posts may be filled from substitute TADKs available in Indian Railways. Alternatively, these posts may also be filled by regular employees, from any unit in Indian Railways, subject to willingness of the employee and the officer concerned. The lien and seniority of above employees shall be protected in their parent cadre.
3. General Managers can make further provisions to operationalize above arrangement in their railways.

Ministry of Railways has recently invited Request for Qualifications (RFQ) for private participation for operation of passenger train services over 109 Origin Destination(OD) pairs of routes through introduction of 151 modern Trains (Rakes).
151 Trains to be run by Private operators once the selection process is over, would be over and above the already existing trains .
The 109 OD Pairs have been formed into 12 Clusters across the Indian Railway network. Each Train shall have a minimum of 16 coaches.
These trains are going to run on the routes where there the demand for trains are already higher than the existing capacity.

Private Trains on Design, Build, Finance and Operate (“DBFO”) PPP basis
Speed 160 KMPH: Private Trains shall be designed for a maximum speed of 160 kmph. There would be a substantial reduction in journey time. The running time taken by a train shall be comparable to or faster than the fastest train of Indian Railways operating in the respective route.
Safety: The safety clearance of trains will be done by Railways only.
Make in India: Majority of Trains to be manufactured in India (Make in India). The private entity shall be responsible for financing, procuring, operation and maintenance of the trains.

Will the Minister of RAILWAYS be pleased to state:
Whether the Government has decided to hand over the long distance train services to the Private Sector in the Country;
If so, the details thereof along with the details of the services, routewise and the name of companies to whom such services are likely to be allocated;
Whether the Government has estimated an income that is to be generated through the Privatization of railways;
if so, the details thereof;
PPP Initiatives in Indian Railway to boost Infrastructure
The information given by the Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a question in Rajya Sabha on 16.09.2020 is as below.
It is estimated that Indian Railways would need Capital investment of around ₹ 50 lakh crore upto 2030 for network expansion and capacity augmentation, rolling stock induction and other modernization works to enable better delivery of passenger and freight services and to improve its modal share in transport. To bridge the gap in capital funding and to induct modern technologies and improve efficiencies, it is being planned to use Public
Private Partnership (PPP) model for few initiatives. One of the PPP initiatives is to invite applications to invest and induct modern rakes over selected routes to provide world class services to the passengers.
As part of this initiative, Ministry of Railways have issued 12 Requests for Qualification (RFQs) on 1st July, 2020 for operation of passenger trains over approximately 109 origin destination pairs (divided into 12 clusters) through PPP on Design, Build, Finance and Operate (“DBFO”) basis. The routes are spread across the entire Indian Railway network and the list is available in the public domain.
The details of the participants will be known after the application due date, i.e. 07.10.2020. The selection of the operators will be done through a transparent bidding process and so far, no passenger train service has been allocated to any private company. The revenue which shall be generated under this initiative can be estimated upon the completion of the bidding process.
Ministry of Railways has recently invited Request for Qualifications (RFQ) for private participation for operation of passenger train services over 109 Origin Destination(OD) pairs of routes through introduction of 151 modern Trains (Rakes).
As part of the Biding Process, Ministry of Railways has conducted first pre-Application Conference on July 21, 2020 which has received an over-whelming response with participation of around 16 prospective Applicants. The issues and concerns raised by the prospective Applicants were discussed and clarifications were provided by the officials of Ministry of Railways and NITI Aayog for improved clarity on the provisions of RFQ and bidding framework. The queries were mainly related eligibility criteria, bid process, procurement of rakes, operations of trains and composition of clusters.
151 Private Trains to be run by Private operators once the selection process is over, would be over and above the already existing trains .
2 Stage Selection Process: The private entities for undertaking the projected will be selected through a two-stage competitive bidding process comprising of Request for Qualification (RFQ) and Request for Proposal (RFP).
Fixed Haulage charges: There were queries on haulage charges for which Ministry of Railways has replied that haulage charges will be specified upfront and will be suitably indexed for the entire concession period thereby bringing certainty in the haulage charges. The Private Train Operators shall pay to Indian Railways fixed haulage charges, energy charges as per actual consumption and a share in Gross Revenue determined through a transparent bidding process.
Lease or Purchase of Trains: Ministry of Railways has clarified that trains to operated under the project can be either purchased or taken on lease by the private entities.
Equitable Risk: Ministry of Railways has also clarified that risks with regard to operation of trains shall be allocated to the parties in an equitable manner.
Loco Pilots / Guard: The driver and guard of the trains will be Railway officials.

Why the Private Train Services?:
Indian Railways network is about 68,000 route kilometers. In the year 2018-19, the reserved passenger volume was 16% (0.59 billion) of the total originating non- suburban passengers (3.65 billion). Almost 8.85 crore of waitlisted passengers could not be accommodated.
Ministry of Railways felt the requirement to introduce private participation in passenger train operation which will allow introduction of next generation technology and provision of higher service quality, ensuring use of improved coach technology and reduced journey time.
These train services would be operated on the Indian Railway Network where at present both passenger and freight trains are being operated on the common track. The major trunk routes are saturated and operate at near full capacity.
However, with planned commissioning of Dedicated Freight Corridors in 2021 and other infrastructural works, there would be availability of additional paths for operation of additional passenger services and it would therefore be possible to run additional services utilizing modern trains proposed in the current initiative.
The Objective of running Private Trains:
The objective of this initiative is to introduce modern technology rolling stock with reduced maintenance, reduced transit time, boost job creation, provide enhanced safety, provide world class travel experience to passengers
This is Phase-I process of running of 151 Private Train Services. These 151 private trains will be run in addition to already running private trains like Tejas.
To promote economic activities in the country during covid pandemic, Indian Railways has taken a number of freight policy measures for freight customers. More relaxations have been provided to the customers by slew of incentives announced by Indian Railways. These incentives are expected to boost the economy of the country.

A. FREIGHT INCENTIVE SCHEMES:
Automatic Freight Rebate Scheme for traffic loaded in Traditional Empty Flow Directions (TEFD)- Railway identifies the routes where it operates a certain number of empty wagons annually. In a endeavor to convert these empty movements to loaded, it offers discounted freight in these empty flow routes, i.e. at Class LR1/Class 100/Class 110 for train load/wagon load, respectively. Discount is granted automatically through system on Railway Receipts itself, i.e., no action to be taken by customer. Details of notified routes and terms & conditions are as per the circular.
Long Term Traffic Contract (LTTC) is a policy which provides freight stability to its customer in the current year of the agreement. It also offers rebate in freight based on incremental growth in Gross Freight Revenue GFR as well as for retention of traffic volumes. Freight rebate is also available for retention of GFR in each year of the agreement period. Customers are required to apply for and sign contracts with Zonal Railways to avail this scheme.
Busy Season Charge which was levied during October-June (with some exceptions) @15% on all goods traffic has been withdrawn from 01.10.2019 for all traffic; except Iron Ore and POL traffic. This has provided a direct huge reduction in freight charges.
Revised Round Trip Tariff (RTT) policy has been implemented from 24.10.2020 and will remain valid upto 23.10.2021. Under this policy, freight discount is granted to traffic if customer offers to book traffic in onwards as well as return direction. The return traffic under this traffic is charged at lower of the two classes of onward vis a vis return traffic, effectively both onwards at return traffic/commodities are charged at lower class among these, subject to terms and conditions applicable, except for coal and coke for which maximum discount is capped at 10%. Rail users desirous of availing incentives under RTT policy shall be required to apply to Zonal Railway.
Incentive to fly ash: 40% discount in freight is granted to fly ash traffic booked in Open Stock; both in bagged condition as well as bulk/loose condition. Fly ash loaded in flat wagons is also granted 40% concession, if loaded in bagged condition. Fly ash in covered wagons in bagged condition is now charged at Class LR1.
Short lead concession has been re-introduced from 01.07.2020 under which discount in freight at the rate of 50%, 25% and 10% is granted to the traffic booked upto 0-50KM, 51-75KM and 76-90 KM respectively except Coal & Coke and Iron ore traffic.Further, Zonal Railways have been empowered to get into long term contracts with customers for short lead traffic.
Concession on long lead traffic has been introduced from 01.07.2020 for Coal & Coke, Iron ore and Iron & Steel traffic under which discount in freight is granted for long lead traffic. Coal & Coke traffic for distance >1400KM is granted 20% concession, Iron & Steel for distance >1600KM and >700KM is granted 20% concession and 15% concession, respectively; and Iron Ore traffic for distance >1500 Km is granted 20% concession. Details may be seen in the circular attached.
Terminal Access Charge(TAC)- Concession @50% has been granted on container traffic handled at Group-III CRTs(Container Rail Terminals). It may be noted that some Railway goods sheds are notified as CRTs which container traffic may use on payment of TAC. Group-III terminals are those that handle less than seven rakes a month. These are categorized by concerned Zonal Railways.
5% concession on Haulage Charge per TEU rates has been permitted on loaded containerswith effect from 04.08.2020 to 30.04.2021. Haulage Charges for containers are levied at different rates for loaded and empty containers & empty wagons. These also vary for different weight slabs in case of loaded containers.
25% concession on Haulage Charge has been permitted in case of empty containers and wagons till 30.04.2021. Haulage Charges for containers are levied at different rates for loaded and empty containers & empty wagons. The current rates are prescribed in Rates Circular No.20 of 2018.
Non-levy of Terminal charges at unloading point for the traffic booked to and from notified alternate goods shed instead of busy goods shed. Terminal charge is otherwise levied at Rs.20 per tonne for goods sheds and PFTs. This intends to offer efficient and faster handling of goods at less busy terminals for benefit of customer. This will also help Indian Railway in better utilization of its terminal infrastructure.
Permissible Carrying Capacity for loading of Pet Coke in Open wagons has been reduced, thereby, reducing the chargeable tonnage per wagon. This has been done with a view to make Pet Coke freight more viable by eliminating the payment of dead freight by customer, as pet coke is high volume-low weight commodity.
Inventive Scheme for loading of Bagged consignment in open and flat wagons – This scheme endeavor to utilize open and flat wagons for loading of commodities that otherwise favour covered wagons.Rebate of 20% on cement, china clay, chemical manure, food grain etc.; and rebate of 30% on fly ash, urea is offered. Further, as industry demanded for permitting large sized bags so that it could result in cost savings to customers, same has been permitted upto 2.5 tons per bag for open wagons (only).
25% concession extended with retrospective effect i.e. from 30.04.2020 from new loading point Lingraj SILO siding of MCL (LSST) for movement of NTPC’s coal traffic over East Coast Railway. This is a special case of MGR(Merry Go Round) operation system for transportation of coal.
Rebate in freight for commodities loaded in privately owned wagons notified for the period from 01.10.2020 to 30.09.2021. These are the private wagons procured before currently prevailing wagon investment schemes.
Debit/Credit system of Demurrage has been permitted in case of private sidings, upto 30.09.2021. Demurrage is a charge levied for detention of wagons beyond permissible free time. It is levied on each case of loading and unloading separately. However, now this policy initiative permits demurrage for private sidings to be charged on monthly basis, and to debit-credit or to adjust the time saved in one wagon against other, subject to laid down terms and conditions.
Free time for loading/unloading increased in case of bagged consignment in open wagons at EOL terminals from three hours to six hours, upto 31.03.2021.
Additional free time of one hour per rake has been permitted for covering open wagons with tarpaulins during loading of loose/bulk commodity (e.g. Coal & Coke etc., for which packing condition P2(a) is prescribed in the Goods Tariff) at all kinds of freight terminals e.g. goods sheds, sidings (including EOL sidings), PFTs etc.
Penalty for overloading- Detention Charge levied @5000/- per overloaded wagon has been withdrawn. Punitive Charge rules have been revised such that on detection of overloading at other than originating point, if customer carries out load adjustment at such point, Punitive Charge will be levied for the distance travelled by the train from originating station to the load adjustment point, rather upto destination point as was the previous rules.
PCC and loading tolerance of BCFC and BCFCM wagons notified. Since these wagons are loaded using precision loading mechanism using controlled discharge techniques, therefore, loading tolerance for these wagons have been reduced. This results in higher permissible carrying capacity(PCC). It benefits both customer and railways by increasing the throughput. These wagons are largely used to carry cement, fly ash etc.
Indian Railway has encouraged full rake load traffic so as to promote efficiency of operations and economy of scale. Standard composition of various type of wagons is laid down in RMC/2020 for block rake/mini rake/two point rake etc. However, certain transportation products have been designed for use of less than full train load traffic, which largely permit booking of piecemeal traffic at trainload rates subject to certain terms and conditions. Details of which are also laid down in aforementioned circular.
Recent relaxations granted in conditions governing these transportation products are as below:
Minimum number of wagons for availingtrainload benefit for BCNHL has been reduced from 57 wagons to 42 wagons initially w.e.f. 16.04.2020 till 30.09.2020. Now further extended upto 31.12.2020.
Distance for operation of Mini Rake (20 wagons) has been increased to 1500KM. Mini rakes have also been permitted beyond 1500KM upto 2000KM and beyond 2000KM on payment of supplementary charge @7.5% and @10%, respectively. This charge is levied on graded manner, i.e. only for the relevant distance. This is valid upto 31.12.2020.
Two point destination terminals should not be more than 500KM apart in lean season as well as in busy season. Further, two point originating terminals should not be more than 500KM apart. This distance restrictions was earlier 200KM. It has now been relaxed to 500KM. The validity of this policy is upto 31.12.2020.
Two point combination for other than covered stock for steel traffic are notified by Railway Board. Recently, 23 new pairs have been included in the list.
Automatic Freight Rebate Scheme for traffic loaded in traditional empty flow direction(TEFD) The scheme lays down minimum number of wagons in a rake that are eligible for availing this scheme. Recently, this number has been reduced to 10 wagons for BCN and BCNHL rakes. BCN and BCNHL are covered wagons usually used for transportation of bagged commodities like food grains, sugar, cement etc.
Running of freight trains over seven CC+8 routes are included over Northern Railway. Higher payload helps railways as well as customers with better stock utilization and higher throughput.
Registration of demand for wagons electronically (e-RD) has been implemented to provide electronic demand note facility through FOIS website wherein, customer can register their demand for wagons electronically. This facility has been extended to Container traffic, Freight Forwarders, Iron & Steel, Iron Ore, Salt and Granite traffic.
Electronic Transmission of Railway Receipt (eT-RR) has been launched to provide paperless transaction system where Railway Receipt is generated and transmitted electronically to customer through FOIS, and even delivery of goods is given through e-surrender of eT-RR. This facility has been extended to container traffic, Freight Forwarders, Iron & Steel, Iron Ore, Salt and Granite traffic.
Terminal Management System (TMS) provides system based preparation of Railway Receipt for freight traffic. Two new features have been added to promote digital working (a) Preparation and submission of online goods balance sheet and (b) System generated Money Receipt for ancillary charges e.g. Demurrage, Wharfage etc.
Online interface to Freight Customers through Freight Operation Information system(FOIS) to provide all requisite information e.g. freight class and rate; position of indent/demand for each station; outstanding indents, shortest/popular routes, terminal handling facilities; freight calculator; facility to track and trace rakes
E-Drishti updation for goods sheds– Zonal Railways have been directed that details of facilities at all goods sheds and recent photographs (including night photographs for lighting levels) be uploaded on E-Drishti portal.
Electronic payment system enables collection of freight charges directly from customer’s bank account. Customers have to enter into tripartite agreements with bank and zonal railways for the same. It enables fast, safe, efficient and transparent mode of payment for freight charges, which normally are large value transactions. In recent past, Automobile Freight Train Operators (AFTOs) have been allowed single agreement e-payment facility with base terminal Railway.
Freight Advance Scheme offers Tariff certainty in lieu of freight advance. Under this scheme, Railway shall accord priority in allocation of rakes within same class to freight customers who have signed agreement. The scheme is open to customers who are e-payment customers for freight payment and have given minimum annual freight revenue of ₹ 500 crore as freight payee in previous calendar year.
Issue of Money Receipt in the name of handling agent of freight customer has been permitted. Handling agents were already recognized as freight payee entity under e-payment agreement. It has now been taken into cognizance that handling agents in certain cases are appointed by customers for payment of demurrage, wharfage and other charges. Now under GST regime, it is important to issue Money Receipt in favour of handling agents, so as to ensure proper implementation of GST and also so that handling agents are able to avail input tax credit as due.
D. CUSTOMER-FRIENDLY RATIONALIZATION OF WEIGHMENT POLICY
Following policy measures have been taken to lower operational time and improve fluidity-
In case of variation between two weighment results of a rake, the weight of second weighment will be the chargeable weight and not the higher of the two. Under previous policy, higher of the two weight readings was taken as final.
On detection of overloading in a rake, if load adjustment is not feasible at originating point, then it may be permitted at nearby location and transit time from weighment point to load adjustment point for levy of Detention Charge has been capped to maximum of two hours plus actual duration of load adjustment. Prior to this modification, the detention charge was levied for actual time taken for rake to transit from overloading detection point to load adjustment point plus actual duration of load adjustment.
Exemption from mandatory weighment has been permitted in case of loading of Standard Bags of uniform size in container, low density commodities like Pet Coke, Met Coke, Chuni and De-oiled cake. The random sample checks at 5% shall continue.
Exemption from mandatory weighment in case of import containerized traffic to eight container operators (CONCOR, GRFL, DLI, Adani, ICT&IPL, HTPL, IILPL and PMLPPL) on the basis of transmission of SMTP details from Custom server to FOIS via EDI. Further, Nepal bound containerized import traffic has also been exempted from mandatory weighment from 02.09.2019 on the basis of Custom document submitted by CONCOR.
Permission to accept weighment done at specific road weighbridge for loading of Granite at certain goods sheds of South Central Railway has been granted on experimental basis. System has been so designed to capture all documents and data in TMS to ensure data retrievability and transparency.
Integration of all weighbridges with FOIS is being taken up on urgent basis. All General Mangers of Zonal Railways have been asked to monitor the progress and ensure implementation.
To promote containerizations following measures have been taken, ninety additional commodities have been de-notified and brought under Haulage Charge per TEU rates. Out of 641 commodities notified in goods tariff, 507 commodities are allowed to move in containers at FAK and 38 commodities at Container Class Rate (by applying 15% concession on applicable class rate).
Chemical Gypsum, a restricted commodity, which was initially allowed to move in containers at CCR upto 20.10.2020. This permission has been extended till further advise
25% concession on Haulage Charge has been permitted in case of empty containers and wagons till 30.04.2021. Haulage Charges for containers are levied at different rates for loaded and empty containers & empty wagons. The current rates are prescribed in Rates Circular No.20 of 2018.
5% concession on Haulage Charge per TEU rates has been permitted on loaded containerswith effect from 04.08.2020 to 30.04.2021. Round trip based charging implemented toprovide an economical and reliable alternative for ultra short lead (upto 50Kms) container traffic which are moving at Haulage Charge per TEU rates, initially valid upto 14.09.2020. Container train operators are required to apply to concerned zonal railways to avail this scheme. This policy has extended upto 30.04.2021
Methodology for levying of Terminal Access Charge from 1.5 times to one time for double operation (i.e. unloading followed by loading) extended till further advice.
Railways are empowered to permit advance Stacking permission at Group-III CRTs for 24 hrs free of charge and, thereafter, on levy of charge @ 20% of prevailing rate of Ground Usage Charge upto five days only. These guidelines are valid from 09.03.2020 upto 08.03.2021.
Liberalization in the guidelines for permitting lift on lift off at Group-I and II CRTs by removing the condition of seven rakes per handling line per month, valid upto 17.12.2020.
In case of iron ore traffic, guidelines have been issued for forfeiture of wagon registration fee if indent is cancelled after allotment of rake in Rake Allotment System.
In case of Military Traffic, the guidelines for coaching train and mixed train has been relaxed. The charge for coaching train shall be levied for actual number of coaches in the train subject to a minimum charge for 10 coaches (instead of 18 coaches) per train. This relaxation is applicable till 31.03.2021 and post which, the charge for coaching train shall be levied for actual number of coaches in the train subject to a minimum charge for 18 coaches per train. In case of mixed train (coaching + goods), the total charge should be worked out for actual number of coaches/wagons used subject to minimum charge for 30 bogie wagons (including a minimum of one coach). This relaxation will remain valid till further advice.
Indian Railways has completed the RFQ evaluations (Stage-1) for PPP in Passenger Train Operations Project. 151 Trains to be run by Private operators once the selection process is over, would be over and above the already existing trains .

These trains will be in addition to the trains already being run by Railways

Introduction of these additional private trains is expected to boost jobs
These trains are going to run on the routes where there the demand for trains are already higher than the existing capacity
The driver and guard of the trains will Railway officials . The safety clearance of trains will be done by Railways only . PIB
Out of 120 applications, 102 applications have been found eligible to participate in the RFP stage.
Ministry of Railways (MOR) had invited Request for Qualifications (RFQ) for private participation in operation of passenger train services over 12 Clusters comprising for more than 150 Origin Destination pair of routes through introduction of 151 modern Trains.
This is the first major initiative of attracting private investment for running Passenger Trains over Indian Railway Network. The project would entail private sector investment of about Rs 30,000 crores.
Majority of Trains to be manufactured in India (Make in India). The private entity shall be responsible for financing, procuring, operation and maintenance of the trains.
Objective of running Private Trains
The objective of this initiative is-
To introduce modern technology rolling stock with reduced maintenance,
To reduce transit time,
To boost job creation,
To provide enhanced safety,
To provide world class travel experience to passengers,
and also to reduce demand supply deficit in the passenger transportation sector.
How the operation of Private Trains will be done?
The Private Entity shall pay to Indian Railways fixed haulage charges, energy charges as per actual consumption and a share in Gross Revenue determined through a transparent bidding process.
These train services would be operated on the Indian Railway Network where at present both passenger and freight trains are being operated on the common track. The major trunk routes are saturated and operate at near full capacity. However, with planned commissioning of Dedicated Freight Corridors in 2021 and other infrastructural works, there would be availability of additional paths for operation of additional passenger services and it would therefore be possible to run additional services utilizing modern trains proposed in the current initiative.
2 Stage Selection Process
The private entities for undertaking the project would be selected through a transparent two-stage competitive bidding process comprising of Request for Qualification (RFQ) and Request for Proposal (RFP).

• The applications were opened on October 7, 2020. MoR has received excellent response. In all 120 Applications have been received for the 12 Clusters, from 16 applicant firms. Cluster wise details of the Applications received are attached herewith.
MoR has completed the evaluation of Applications. Out of 120 applications, 102 applications are found eligible to participate in the RFP stage. The results of evaluation of Applications are attached herewith. The RFP documents will be made available to the qualified applicants very soon.

Human Resource Management System (HRMS) project is a comprehensive plan for digitization of complete HR process of Indian Railway. Total 21 modules has been planned in HRMS.
Basic data entry of around 97% railway employees has been completed in Employee master and E-Service record modules of HRMS which had been launched last year.
Why HRMS for Railway Employees?
Human Resource Management System (HRMS) will allow Railway employees to view their details related to their Increments, Promotions, Awards, Transfers, Postings, Leave, Training, and composition of Family as per records and Nominations for retirement benefits. This information is not readily available to employee at present. It brings transparency to administration.

Guidelines for updating Executive SR
Executive Record sheet is initiative to capture and display data related to service history of officers of Indian Railways. It has information about Basic details of Officers along with their educational qualification, experience, trainings, awards and publication.
On an average, approximately 30 thousand employees superannuate from different Units of Indian Railways every year. The processes followed to finalise settlement claim of an employee is cumbersome.
This web-based Settlement System under HRMS enables the authorities to finalise the settlement of superannuating employee with ease and convenience.
The Settlement System under HRMS displays notification alert to the concerned Service Record Dealing Clerk (SR-DC) to initiate Settlement Process for the employee due to superannuate in next 6 months.
The Settlement System partly pre-populates the Service Record Summary form and presents it before the SR-DC. SR-DC fills in the required information and submits it to the Service Record Verifying Authority (SR-VA) for verification.
SR-VA verifies the service record summary form and forwards it to Service Record Accepting Authority for approval. If found incorrect, SR-VA returns the form with remark to the SR-DC, for necessary correction. SR-VA accepts the Service Record Summary Form if found correct or else returns to the SR-DC for necessary correction. The approved Service Record Summary Form is sent to Settlement Section for necessary action.
Office order module captures all career events of an employee from Entry in IR to Exit. It generates all office orders and simultaneously updates all data in HRMS /IPAS with trigger of joining / relieving date entry. Transparency in terms of instant availability of office order to all stake holders including employee concerned through SMS and reflection on the dashboard of all concerned. Use of QR code which contains information of Office Order attributes and a link to view the actual office Order. It makes the system tamper proof. Option to use Voice-to-text feature. Using this a user will be able to enter details in Pre-text and Post-text Option to create Customized templates for use with different kinds of Office Orders. Auto-fetching of existing details (Name, deptt, designation, pay level etc) of employee involved in the Office Order. Bilingual format (Office Order are available in English and Hindi) Security with use of DSC by the Accepting Authority while issuing Office Order. Can be made available to general public, if desired.
Guidelines for APAR Module
APAR module on HRMS portal is applicable for only Non-Gazetted employees of Indian Railways. Gazetted officers including Group-‘B’ officers have to fill their APAR on SPARROW website.
It has all the features of SPARROW and has provided facility beyond that for ease of use of all stake holders in terms of writing APAR for non-gazetted employees of all departments of IR. Bilingual format (Office Order are available in English and Hindi) Option to create Customized templates for use with different kinds of rating of an APAR. (e.g. for Very Good, Outstanding etc). Option to use Voice-to-text feature. Using this, user will be able to enter details against any attribute of APAR. Predictive text feature for input. User will get a list of possible texts based on part of text typed to make the experience of writing APAR smooth. Auto mapping of APAR format to employee based on Pay Level, Designation and Department. Auto-fetching of existing details (Name, deptt, designation, pay level etc) as Part-I, Personal Data of APAR Security – Comments and grading by Reporting, Reviewing and Accepting Officer is stored in encrypted format with their respective DSC. Final APAR in PDF format is digitally signed by the Accepting Authority. Transparency – Concerned employee will get instant message as soon as APAR is accepted. Employee will be able to view the final Accepted copy in his /her HRMS account. Multiple MIS can be generated based on available data for monitoring the progress of APAR.
